Get the pan properly hot and leave the beef alone for two minutes before breaking it up. The browning is where the flavour is and stirring too early steams it instead.

Stir in the chilli powder, cumin, paprika, garlic powder, onion powder and salt directly onto the hot beef and cook for 30 seconds. Blooming them in the fat is what stops the mix tasting dusty.

Pour in the water and simmer for 5 minutes until the pan is nearly dry. You want the beef glossy rather than wet, because wet beef destroys the chips.
